Is the Hulk in the Captain America Movie?

I don't live anywhere near New York City so I could be off base here. In the screen capture below from Captain America: the First Avenger that is near the end of the movie doesn't it look like a picture of the Hulk on that board that I have circled? It does to me, specifically the Lou Ferrigno verson from TV.

By the way I did see the original Human Torch in a tube at the fair that Steve Rogers attended but where was Namor? I heard that the Invaders would be in it bt only saw one.
